Proposal asks Town of BV for funds for water study

Buena Vista Trustees decided to ask town water attorney Cynthia Covell to look at a proposal for The Town's participation in a water study.

During the trustees regular meeting Oct. 28, county engineer Don Reimer outlined the proposal and asked for a letter of support and funds from the town in the amount of $1,500 to help pay for the development of a water study on water sources, what is available and how it is used. An Arkansas Headwaters Region water budget study seeks to quantify what flows in, what flows out and what falls on the ground, he said. It is contingent on a $126,000 grant, he said. It is a United States Geological Society study with assistance from The Upper Arkansas Water Conservancy District. It can provide information that could be useful in evaluating effects of local land-use and water management/operations on water-supply sustainability and issues related to population growth, according to UAWCD. According to the report, it will be useful in developing conceptual and numerical models of groundwater flow in the Upper Arkansas River Basin. It may provide insight on how a change in recharge or discharge processes affect other components of the hydrologic system. It would be done in a phased approach. The estimated cost is $362,000 for Phase I to be paid over a three-year period to make it more affordable. If The Town were to participate, the funds would come out of the water fund. The trustees decided a decision would be conditional on it being discussed with the water attorney.

During trustee staff discussions, public works director Roy Gertson said the water line piping project on U.S. Hwy. 24 N. was finished on Oct. 28 and paving should be completed by Oct. 31.
